You'll need an approved qualification. The most common is the CPC40120 Certificate IV in Building and Construction (Building), which can be achieved through Recognition of Prior Learning (RPL) if you've got the experience.
You'll need at least 2 years of relevant building experience, covering a range of work, with most of it recent. It must be supervised, verified, and broad enough — not just one narrow trade.
You'll need to show you're a suitable person to hold a licence. This usually includes checks on your business history, past conduct, and any relevant criminal or compliance issues.
Make sure you're applying for the right licence. Most tradies go for General Building Work (individual contractor licence), but other options like a qualified supervisor certificate may suit depending on how you plan to operate.
Gather your documents: qualification certificate, ID, photo, referee statements, application form, and supporting checklists relevant to your licence class.

NSW Fair Trading reviews your qualification, experience, and supporting evidence. If it doesn't show enough relevant, end-to-end building work, your application may be declined. In most cases, applications are assessed within 2 to 6 weeks, depending on the completeness of your application or if further information is required.
If approved, your licence is issued and available via the Service NSW app. You can then legally carry out work within your licence class, as long as you stay compliant.
